Liban Post’s Contract Renewed Despite Unresolved Litigation

LIMS published an exclusive article ahead of the postal services auction explaining that the current operator, Liban Post, was contracted in 2001 without an auction. The contract was extended multiple times without following legal procedures. Prior to Liban Post, the government’s revenue from the sector increased from 4.5 billion Lebanese pounds (LBP) in 1997 to 7.9 billion LBP in 1998. After the contract with Liban Post, the government did not receive any revenue between 1998 and 2001, despite bearing operational costs. Liban Post’s participation in the upcoming auction requires clearance, which is impossible to obtain due to ongoing litigation. LIMS published a second exclusive after the auction explaining how Liban Post managed to renew its contract, without bidding at the auction. In fact, despite extending the deadline to encourage more bidders, no one applied to the auction, which forced the government to extend Liban Post’s contract
